repo cleanup: remove tcl/tk build infrastructure and scripts, old patches, automated build scripts for pd-extended, old gui plugins, and unnecessary install-time dependencies

Clarify the license terms of the package as well as its bundled components,
and place the original license files into the main directory of the source, so
that everybody can find them easily. The source is in Markdown format for
easier editing (LICENSE.md), from which the html file (LICENSE.html) can be
generated with: pandoc LICENSE.md -o LICENSE.html. The html file is now used
in packages/Makefile to generate the License.html file to be included in the
package.

port e3e30ff94964fddd5764fd64391dcf8216354264 from Pd-l2ork: forgot to convert configure.in to configure.ac

*removed qt from autobuilds since qt5 is not standard in Ubuntu 12.04 and besides we need to update control files as well as online documentation

*improved installer to make it easier to recompile pd-l2ork when continuing development after building a snapshot deb or tarball installer (the pd folder will retain config script with the appropriate --prefix flag)
