Debian packaging: Demote python and fluid-soundfont dependencies, as suggested in #540.

This makes the python and fluid-soundfont dependencies optional in deb packages, as suggested in #540 (closed). Updates the control files in both debuild and packages/linux_make accordingly. Tested in Ubuntu 18.04.
