change keyboard shortcut modifiers to use Command on OSX instead of Control, and send a "focus" event for window focus

* remove unnecessary commented tcl code
* group var declarations (and some assignments) together
* remove unneeded debugging messsages
* proper indentation
* revise comments where needed

simplify GUI-side parser, and send raw (i.e., old) sys_vgui and sys_gui calls to just post to the console

Fix nasty bug with array name not updating properly on its graph, plus a more trivial bug with the canvas properties not getting updated properly

set gui_canvas_getscroll timeouts per window. This has a nasty side-effect of creating unnecessary scrollbars when many patches are opened at once
