Fixed app stalling on clicking "Help->About Pd-L2ork"

Merged Prakhar Agarwal requested to merge prakhar/purr-data:about_help_option into emscripten

The "About Pd-L2ork" file is not accessible from within the web app, this issue was causing the bug. Now, I have linked it to an external document to make it work. Fixes #729. Related MR !728 (merged)
