the main loader

copy Gem dependencies to bin/ so they get loaded properly. (Might think about using `mv` instead of `install` to cut down on unnecessary copies)

tried this in 743c53eb but forgot add the changes there

Add missing dlls to Windows installer, add dynamic lib extensions for Windows and OSX to scripts/load_all_binaries.pd

* fix typo introduced into tar_em_up.sh
* remove flext and rtcmix from LIB_TARGETS
* selectively compile disis classes on Windows
* use Program Files (x86) for win64

first shot at setting up the correct libs for Gem (have to put them in build/bin so that the dynamic loader finds them)

The old path was /usr/local/bin, but I think Hans was manually adding the dlls there. If not we can use an ifdef to set this specifically for use with msys2

comment out some dlls for building on Windows with msys2 (we'll see if it turns out we need them later when testing)
